[IP CLEARANCE] Jon Stevens contribution to Apache Torque

Jon Stevens has contributed the Village code to Apache Torque:

 - The ASF secretary has recorded the software grant.
 - The code was uploaded to http://people.apache.org/~seade/village/.
 - The ip clearance form was added to the Incubator site. [1]
 - The vote to accept it on torque-dev passed. [2]

Please let me know of any issues you spot.
