The problem is probably that the .html files were not getting configured with
the text/html MIME type - had you deactivated mod_mime_magic, perhaps?   Check
what Content-Type was actually returned by the server for these pages. 

The unchanged code is correct here and it works fine in both vanilla 2.0.52 and
RHEL3/httpd here.
