Is it really so?
> If you really want this, you must set a style.
Using styles is always recommended,
though settings in the "Bullets and Numbering" dialog
may suffice in simple cases.

You might also add to your list (Roman digits, bracketed numbers)
the case [ (a) (b) ...]. See the attached file: "Numbering".
It's not a bug. The feature can be adjusted via settings
in "Bullets and Numbering", "Position" tab
(indent, spacing, and alignment options) or by using styles.
See also the topic "Workarounds For Bug With Outlining?"
https://forum.openoffice.org/en/forum/viewtopic.php?f=7&t=83590&p=388161&hilit=+numbered+list+roman#p388161
( you might download the file "list_label_spacing_20160530a.odt"
attached to that topic )
And two additional notes:
1.
MS Word 2010 (the last version of Word I have a license for)
provides the numbering list with Roman upper/lower case that works
as may be expected.
See the attached screenshot "Word 2010 - numbering".
Perhaps there is a room for improving AOO in this regard?
2.
