"mx project support" as developed in [PR-2575|https://github.com/apache/netbeans/pull/2575] should be able to properly select the right JDK for each "javaCompliance" level. Various {{EXTRA_JAVA_HOMES}} can be specified in {{mx}}'s {{env}} files and the right JDK should be used for each source root.
