but that is not a recommended step, since most people set it incorrectly.  
Almost no one needs to set ICU_DATA, unless they configured ICU to not use a 
shared or static library for its data. By default ICU builds its data as a 
shared library. Setting ICU_DATA hasn't been a required step for a couple of 
years. The documentation regarding when and how to use ICU_DATA is available in 
the readme.

I recommend removing step 3 on that page, since the average user won't use it.
