   The vm name will be displayed only if the public ip address is having static nat

   Yes, as you said. may be this sould be a  Enhancement Request.
    
   I mean the VM name can display the  system vms's name or just add a type note or add a hyperlink.

   So we can known this IP is used by cloudstack system or user.

   Network name is empty -> public ip is used by VPC or system vms
   VM name -> public IP is not used as Static NAT.
