Annotations/Annotations Layers (in Menu) and CSS (in Dashboard-Config.)?

Menu Manage > Annotations:
Can someone explain "Annotations" and "Annotations Layers"? Docs. are explaining nothing: https://superset.incubator.apache.org/search.html?q=annotation&check_keywords=yes&area=default

CSS in Dashboard-Config.?:
When editing a Dashboard (Dashboard > "Edit Dashboard") there's a text field "CSS": What can I enter here e.g. given Dashboard "World's Bank Data"? Is this documented anywhere?
