HADOOP-15864 fix bug about Job/Task execute failure when server (NameNode, KMS, Timeline) domain name can not resolve. meanwhile it change semantic of http status code about webhdfsfilesystem, this ticket will trace to fix TestWebHdfsFileSystemContract#testResponseCode.
