See comments on STR-2853 and additional commits to reverse the restructuring.
Rather than build a jar to be used as an <extension> in the build, just keep a directory of config files, and refer to them with a URL to the svn repo.
(Can ViewVC be convinced to serve a particular revision of a file as plain text?)
