validating user input

I want to validate user input. I have two drop down (select) that contain 3 options like this :

<html:select property="Search">

<html:option value="N">Null</html:option>

<html:option value="A">A</html:option>

<html:option value="C">B</html:option>

</html:select>

and the second drop down

<html:select property="SearchWith">

<html:option value="A">A</html:option>

<html:option value="C">B</html:option>

<html:option value="D">D</html:option>

</html:select>

IF P then length must be 10 digits. 

IF p Then length must be 8 digits
