[CLOSED][VOTE] Apache Daffodil™ Extension for Visual Studio Code 1.4.0-rc1

The VOTE to release Apache Daffodil™ Extension for Visual Studio Code
1.4.0-rc1 is now closed.

The vote fails with:

1 binding -1

The VOTE thread:

https://lists.apache.org/thread/3s1jo2dogym1sg3vstky7p97z3sb9r9z

The vote breakdown is:

-1 Mike Beckerle (binding)

Alongside the issues Mike mentioned, Roger Costello also sent a message to
users@daffodil.apache.org with some issues he had.

We will be working on getting all these fixes inplace before 1.4.0-rc2.

Also, there will be another email coming out that will ask for options and
feedback on a proposed new enhancement idea for the Visual Studio Code
extension.

Thanks to everyone who voted!
