feat(python): Implement ReduceSerializer for __reduce__ support

* Add ReduceSerializer class to handle objects with __reduce__ or __reduce_ex__ methods.
* This serializer has higher precedence than StatefulSerializer.
* Implement serialization and deserialization logic for various __reduce__ return formats.
* Add comprehensive tests for ReduceSerializer, covering different scenarios and precedence.
* Update _registry.py to register ReduceSerializer and handle its precedence.
* Ensure cross-language compatibility by using Fory's native serialization format.
