This is off topic but somebody may know the answer here.
If I see Internet Abuse -
How can I find out who owns a certain website and have it taken down.

Whois. Either use the whois program (available at least on most Unix
derivates like Linux), or go to the authority responsible for that part
of the internet domains (ripe.net, arin.net etc.).
