> DurationRoutePolicyMaxSecondsTest and DurationRoutePolicyFactoryTest frequently don't receive as many messages as expected. In fact, there is a 1 second delay in the timer before any messages are sent, so if the timer thread is not started immediately, the timeout occurs before it has time to send the expected number of messages.
> Setting a delay of 100 on the timer reduces the risk of failure.
