### What happened
When submitting a JAR package in custom code mode, when setting program arguments, if the database password contains "#", the content after "#" will be truncated. The same result occurs when setting variables.
I'm not sure if there is already a good solution, but I couldn't find one.

Thanks for your feedback. This is a bug in flink parameter parsing. I have submitted this [PR](https://github.com/apache/flink/pull/19798). I will contact the flink community. fix this asap
