[math] Plan for 1.2 release

I updated the 1.2 release plan here:

I have also completed the maven 2 build and regenerated the web site
with up to date reports.

Pls all interested parties have a look at the release plan, look over
/ weigh in on the open issues and feel free to submit / commit patches
to help move things along.  I will play the RM role.  I will update
both the plan and the site to reflect progress as we go.  Thanks!

This looks fine for me.
I will try to commit new explanation for the random vector generation
and to reduce coberture/findbugs/checkstyle warnings and errors. I have
not much time available for the few next weeks, but will do my best.
