Security of HTML files

It is clear that the Apache HTTPD server must be configured  properly to 
ensure authentication and authorization to HTML data.  Can anyone who's had 
experience elaborate on what this involves?   Is better performance 
achieved by directing all HTML requests to the Tomcat web server?  Any help 
would appreciated.
