Taglib parse error

I've suddenly started receiving a parse error : null when I try to access
any page that contains a reference to struts logic tld.

Any ideas guys/gals?

The only thing I've changed recently is changing struts-confix.xml and
web.xml to reference dtd's on my own system.

Please Help!
