there is clause in tests: when system is not ready (a local test cluster failed) then test is passed. It concerns all test cases. It is because a setUp method is: 
try {
            hbaseUtil.startMiniCluster(numServers);
        } catch (Exception e) {
            LOG.error("couldn't start HBase cluster.", e);
            systemReady = false;
        }

in my opinion this catch should be droped. When start of a miniCluster is failed, then tests should failed.
