I'm transferring this bug from Xalan. Xerces reports a validation error
parsing a file from Docbook. AElfred and the Microsoft parser do not. To
reproduce, unzip the attached files and use the SAXPrint application:
V:\test\docbook-common>saxprint -n l10n.xml
<?xml version="1.0" encoding="LATIN1"?>
Fatal Error at file V:\test\docbook-l10n\l10n.dtd, line 15, char 24
Message: Expected default attribute declaration, assuming #IMPLIED
