[DISCUSS] Bump Hadoop3 version to 3.2.2

Heya,

When running tests locally with JDK 11, I'm running into an annoying
problem with mini clusters and the Jetty that ships in hadoop. See details
on https://issues.apache.org/jira/browse/HBASE-26907. The issue has been
fixed in Hadoop, so I wonder if this is problematic enough that we should
bump the minimum Hadoop3 version number to include the fix.

Thoughts?
