    HAWQ-1364. Store Apache Jenkins build scripts.

    While working on the Apache Jenkins projects supporting HAWQ, I noticed the scripts are not checked in anywhere. This PR captures their contents.
    
    The following Jenkins build scripts are being stored for easier
    maintenance.
    
    * HAWQ-build-pullrequest
    * HAWQ-rat

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/edespino/incubator-hawq HAWQ-1364

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/incubator-hawq/pull/1149.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:

    This closes #1149

    Thanks for the review @stanlyxiang. I have renamed the files with the .sh extensions. These files can be placed exactly as they are into the Apache Jenkins build script input. They are not executed from the command line like an ordinary script. They are intended to run from a Jenkins job by executing the contents of the script.
