When Tomcat still has a webapps deployed after startup, the first un-deployement
of this webapps doesn't work. Only the file web.xml is removed, so tomcat tries
to redeploy it and it crashes.
If we deploy the webapps a second times (or a 3rd, etc.) it works fine. So it's
only the first undeployement.
To reproduce :
start tomcat
deploy the webapp
stop tomcat
start tomcat
undeploy the webapp
It works both with ant tasks and with the tomcat manager.
