[VOTE] Upgrade to Java 17 after SIS 1.3 release

This is a vote for upgrading Apache SIS requirement from Java 8 to Java 
17 after SIS 1.3 release. The 1.3 release would be the last one 
compatible with Java 8.

The vote will be open at least until the end of this week (Friday). 
Discussion can continue during that time in the "Proposal for Java 17 
migration" thread. If it appears that there is a need for more 
discussion, we may adjourn the vote.
