    Fix Version/s: 5.1.0
                   4.15.0

Pushed to master (5.x-HBase-2.0) and 4.x-HBase-1.4 branches. This Jira is built on top on PHOENIX-4009, hence we don't need to push it to other branches.

The original description proposed multiple changes which are NOT IMPLEMENTED as part of this Jira and can be taken up later as required.
