I have a simple test plan where some HTTP POST requests need to send a file,
which I specify in "Send a File With the request".
The file itself is an xml file, I leave the value for "name" attribute field
blank, and specify text/html as MIME type
It all works well unless I specify some name/value parameters in 'Send
Parameters With the Request". If I do, the file is ignored (not sent).
The workaround I have found is to specify all name/value pairs that I need in
the "Path" field, then the file is sent correctly.
Build is 2.3 RC3 on Linux, Sun jdk1.5.0_10

If you want to send both parameters and a file content, then your POST request
needs to be a multipart request, I think. So you need to enable the "Use
multipart/form_data for HTTP POST" option, I think.
I do not think it makes sense to send a POST request that is www_url_encode
type, and mix both parameters, which are url encoded, and some content from file.
Perhaps one could just append the file content to the post body made for the
parameters.
But I think in almost all cases, what you want is to use the multipart/form_data
post request.
So I think this works as designed, but feel free to comment if you feel otherwise
