Wouldn't this be doable by cache.config?

Even if not, we can use either ts_lua(https://docs.trafficserver.apache.org/en/latest/admin-guide/plugins/ts_lua.en.html) or header_rewrite(https://docs.trafficserver.apache.org/en/latest/admin-guide/plugins/header_rewrite.en.html) plugins as well. 
Right?
