[DISCUSS] new release of openwhisk-composer (0.11.0)

We would like to do a new release of openwhisk-composer.

0.11.0 changelog:
- Annotate conductor actions with the provide-api-key annotation.
- Add --kind and --timeout flags to deploy command.
- Add --file and -o flags to compose command.
- Update documentation.

This new release is necessary to restore proper functionality after the 
breaking change in the core openwhisk project (PR 4284).

It also includes a few enhancements as listed in the changelog above.

The code, documentation, version number, changelog have all been updated 
already.
