REPORT request failed

We're using Tortoise clients on Windows with a server (WebDAV access) running
v1.0.1 on RedHat 9 (using RPMS linked to from the SVN site).

Sometimes, when a user updates, a TortoiseSVN requester pops up saying:

  REPORT request failed on '/assets/!svn/vcc/default'
File not found: transaction '1jo', path '/trunk/system/src/City'

Sometimes the directories lower in the path can be successfully updated, but
the problem will still occur when we update from higher in the path. I get
the feeling that the problem may be more likely to occur if more files are
updated at the same time.

To get around the problem we just have to delete directories in the path (City
in the example) and move up the tree (delete src next) until it decides to
work. Usually when we delete a directory the path reported in the error
jumps to another directory (e.g. /trunk/system/src/Plains) seemingly at
random. Often we just have to delete most of the local files and do a clean
checkout to continue working.
