### Describe the bug, including details regarding any error messages, version, and platform.
This is annoying. pre-commit has stopped running due to `Rscript` not being available.
Can we stop migrating everything to pre-commit until we ensure the developer ergonomy is good enough.

I'd like to have a command that runs all C++ lint checks easily. For example pre-commit run -a cpp. The pre-commit CLI is inscrutably obscure.
