   ## What is the purpose of the change
   
   In adaptive scheduler the actual parallelism is encoded in the VertexParallelismStore. This has two consequences:
   1. The Web UI does not show correct parallelism of Operators, because it uses the JsonPlan generated for the JobGraph
   2. Calling InputOutputFormatVertex#initializeOnMaster uses incorrect parallelism for InitializeOnMaster#initializeGlobal
   
   ## Verifying this change
   Added a test in `ReactiveModeITCase`
