Cygwin test failures

Hi Lieven,

I've not been following the recent path changes, so you may already be
aware of the current set of test failures on Cygwin, but if not:

At least one test FAILED, checking /cygdrive/d/svn/svn-objdir/tests.log
XPASS: path-test 9: test svn_path_join(_many)
FAIL:  path-test 10: test svn_path_basename
FAIL:  path-test 15: test svn_path_is_root

Thanks for the warning, I'll setup a Cygwin build environment and see if
I can simulate them.

Do all the unit tests pass?
