[Issue 126436] scaling OOWriter in Windows 10

I've changed Issue #126610 to be a related issue, but not necessarily a
duplicate.  There is some indication that even with the recommended (and
default) 100% scaling of the desktop, the difference is apparent in a very
small way.

A more-systematic analysis is needed.

There is also a demonstration that similar problems are happening on Mac OS X.
