In master/branch-2, [RSGroupBasedLoadBalancer#onConfigurationChange|[https://github.com/apache/hbase/blob/master/hbase-server/src/main/java/org/apache/hadoop/hbase/rsgroup/RSGroupBasedLoadBalancer.java#L411]] only accounts for changes in the fallback setting, and in branch-1, [RSGroupBasedLoadBalancer#onConfigurationChange|https://github.com/apache/hbase/blob/branch-1/hbase-rsgroup/src/main/java/org/apache/hadoop/hbase/rsgroup/RSGroupBasedLoadBalancer.java#L452] doesn't do anything at all. In both cases, we should also call the internal balancer's onConfigurationChange().
