exports.c not generated correctly with 2.0.46

Bug 19229 is also apparent on Solaris 7 for 2.0.46.
exports.c is not properly generated and massive amounts of apr redefinitions 
are reported halting the compile.
Interestingly enough exports.c is correctly generated on Solaris 9.
