This function is a function needed by soap builder only and therefore it should be moved to _soap_envelope.h.
and the commented code should be removed.
For users to easily create a soap_envelope by specifying soap version , we can add another create function for soap envelope which will take the soap version as the parameter.

Whay cant we have the set_soap_version as a public API?
I think there are some use cases for using this API on client side.
