   ### Which version of ShardingSphere did you use?
   
   master
   
   ### Which project did you use? ShardingSphere-JDBC or ShardingSphere-Proxy?
   
   ShardingSphere-Proxy
   
   ### Expected behavior
   
   The disabled read datasources  remain inaccessible after alter rule or data source
   
   ### Actual behavior
   
   available after alter rule or data source
   
   ### Reason analyze (If you can)
   
   After refreshing the rule or data source through DistSQL or ZK, `MetaDataContext` will be rebuild, during this process, the disabled read data sources in memory will be lost.
