SNMP appender

There does not appear to be an SNMP appender. Just imagine how useful this
would be. You could map all WARN or FATAL to an SNMP trap! This would just
be incredibly useful.

So if anybody wants to help us write the SNMP appender, please give me or
dennis a shout. I don't subscribe to the list, so please mail me or dennis
directly.
