Link ladder's User/Contributor rungs to the mailing-lists page
The two rungs each restated how to find a project's lists on
lists.apache.org — the same mechanics Commit 1 made contributors/mailing-lists.md
the canonical home for. Point both at that page instead of repeating
the "look under the project name" instruction.

Make newcomers/_index a thin routing landing
Resolve the two long-standing TODOs on newcomers/_index.md that flagged
it as a duplicate of contributors/_index.md. Reduce it to its routing
link list (ladder link made root-relative, and the self-undercutting
"just show me the code" off-site bullet dropped), and remove the
"First Contributions" section that duplicated /contributors/.
Preserve that section's one distinctive point — that a newcomer's
feedback on the site itself is valuable — by folding it into the
contributors/ intro. Normalize remaining /newcomers/index.html links to
the clean /newcomers/ section URL.
