Just for a data point, this is also the same in 2.0
With:
RewriteEngine On
RewriteRule foo bar
in a .htaccess file in /home/rbowen/public_html, going to the URL
http://localhost/~rbowen/foo, I get:
The error in the browser: The requested URL /home/rbowen/public_html/bar was not
found on this server.
The error in the log: File does not exist: /usr/local/apache/htdocs/home
So, if anything, it's actually worse.
