1.14 release notes: 1.10.x is old stable; 1.9.x is EOL

* docs/release-notes/1.14.html
  (svn-1.10-old-stable): New subsection. Document that 1.10.x is now
    the old stable version.
  (svn-1.9-deprecation): New subsection. Document that 1.9.x is now
    end of life (EOL).
