[VOTE] Apache Ratis Release 2.0.0 rc3

Hi Apache Ratis PMC,

I am calling a vote for Apache Ratis Release 2.0.0 rc3.

The source and binary tarballs can be found at:
https://dist.apache.org/repos/dist/dev/ratis/2.0.0/rc3/

Maven artifacts are staged at:
https://repository.apache.org/content/repositories/orgapacheratis-1055

The git commit hash:
https://github.com/apache/ratis/commit/a36209519d62ebd23234d294ba61fe95a962668c

The public key used for signing the artifacts can be found at:
https://dist.apache.org/repos/dist/dev/ratis/KEYS

The fingerprint of key to sign release artifacts:
AE0E DABE 10AD 80F5 1A60  1B0A 22E1 ADB0 C3AC 338A

Thanks for the next rc3.

I started to test in the same way as before: executed full Ozone CI test 
(passed with the second attempt) and deploy Ozone (with Ratis RC3) to a 
real cluster.

Unfortunately I found a problem what I have seen earlier (HDDS-4703) but 
didn't see recently.

It turned out that if Ratis is started and stopped immediately a tmp 
file may block any further attempt to start the cluster.

I opened an issue:

RATIS-1332

I feel that it should be fixed before Ozone 1.1 (therefore in Ratis 
2.0.0), but fix may be very simple (move cleanMetaTmpFile() to the 
beginning of RaftStorageImpl.analyzeAndRecoverStorage())

+1 (non-binding)

* Verified PGP signatures for binary and source tarball.
* Verified checksums for binary and source tarball.
* Confirmed year 2021 in NOTICE file.
* Successfully built from source and ran tests.
* Confirmed fix for RATIS-1147: TestMultiRaftGroup on
MiniRaftClusterWithNetty is no longer failing.
* Manually tested by running FileStore, Arithmetic, and Counter examples.

I noticed that both RATIS-1147 and RATIS-1330 were added into this RC, so I
went back to both of those issues and set Fix Version to 2.0.0.
