I finally got around to verifying that this bug is fixed when using the new 
CommonsMultipartRequestHandler implementation. One complication is that some 
browsers do not send the character encoding with the request, even when it is 
different from the default ISO-8859-1, making it impossible to correctly 
interpret the submitted bytes.
