[I] 11.x: Rename proxy.config.ssl.server.honor_cipher_order [trafficserver]

bneradt opened a new issue, #12417:
URL: https://github.com/apache/trafficserver/issues/12417

This is a follow up to: #12382

In 10.x via that issue we clarified in the docs that [proxy.config.ssl.server.honor_cipher_order](https://docs.trafficserver.apache.org/en/latest/admin-guide/files/records.yaml.en.html#proxy-config-ssl-server-honor-cipher-order) applied to the other aspects of the TLS negotiation, such as TLS group/cipher. However, for TLS 11, we should rename the configuration to something more generic than referencing specifically "cipher_order".
