Inkonsistent tld files in deployment

I downloaded jakarta-struts-1.0.1-lib.zip and jakarta-struts-1.0.1.zip.
At least the file jakarta-struts-1.0.1\lib\struts-html.tld is not up to date, 
because the attribute "indexed" is not included for ALL the tags that can have 
this attribute.
So it's missleading to download the final version 1.0.1 of struts. The previous 
nightly builds and also the following nightly builds seem to be okay.
There must be a problem in the building process of the final version 1.0.1
