Some forks of samza are built in environments not allowing internet access.

The checkstyle configuration files used in the samza repository reference a version of the checkstyle DTD released after the tool version 6.11.x was released. The checkstyle tool adapts to this by downloading the DTD from the internet instead of internally classloading the DTD from its own jar.

This is a trivial change to have the checkstyle tool reference its own bundled version of the DTDs. There should be no change in functionality.
