xreg of a static html

In some if i put the .xreg of the static html

ex.

<portlet-entry name="Plata" hidden="false" type="ref"
        parent="HTML" application="false">
        <meta-info>
            <title>Plata</title>
            <description>Plata</description>
        </meta-info>
        <url cachedOnURL="true">html/plata.htm</url>
    </portlet-entry>

jetspeed automatic add  the line in the .xreg

<classname>org.apache.jetspeed.portal.portlets.FileServerPortlet</classname>

and the portlet (static html) it's visibile

in other case not.

Why?
