CompileWithWalls ant task.

Under the Ant task Design guidelines, it said to file a bug to try to get an 
ant task into the ant repository.  This is a self contained task having no 
external dependencies.  It's only dependencies are other ant core tasks.  I 
have included the doc, task, and many tests, and input java files used for 
those tests.  The description of the task is in the doc(html file).  

Now, I don't see a place to attach the zip file here, but maybe it is after I 
commit this bug.  If it is not,
I mailed the zip called compilewithwalls.zip to the e-mailing list.  Search 
for the title "ant task submission....compilewithwalls" to find the mail.  
Since I had to submit twice, use the mail dated 8/26/2003.
