[ANNOUNCE] Feature freeze date for Flink 1.6

Dear community,

as discussed in this thread [1], we will freeze the feature development for
Flink 1.6 on the 15th of July 23:59 CET.

Please try to finish you feature work until then. If this is not possible,
then don't worry because it will then be released with Flink 1.7+.
