More problems with versioning and the application module

The packageinfo files in application-api were set to 0.4 when there is no change from the 0.3 release. I'll move those that have not changed back to 0.3.
In addition the distro packages do not pick up the latest level of code, they pick up the last release. I'll update them to pick up the latest, but when we do a release we will need to move some back depending on what set of application bundles we actually end up releasing.
